Empowering Ability.
Creating Community.
Changing Lives.
Since 1975, Rolling Hills Progress Center has been a place where adults with disabilities are seen, supported, and celebrated. We believe every person deserves more than a service—they deserve purpose, dignity, and connection that lasts a lifetime.
More Than a Program—
We’re a Community
If you’re looking for a place where your loved one can be seen, supported, and truly understood—you’re in the right place.
At Rolling Hills Progress Center, we provide more than adult disability services. We offer structure, belonging, and purpose to individuals with intellectual, developmental, physical, and mental health disabilities. But most of all, we create a space where people feel like they matter.
Our participants range in age from 21 to over 70. Some are just starting their adult journey. Others are rebuilding confidence after years without support. No matter the path, we walk it together—offering meaningful work, life skills, social connection, and encouragement every step of the way.
We know how hard it can be to find the right fit. That’s why we focus on building real relationships, not just filling schedules. We work closely with families, case managers, and each participant to create plans that feel personal and practical.
Because at Rolling Hills, you’re not just signing up for a service. You’re joining a community that believes in ability, growth, and dignity—for life.

Why We're Different
Rolling Hills Progress Center isn’t just another provider—we’re a place where individuals grow, contribute, and find community at every stage of life.
What sets us apart?
-
We’ve Been Doing This a Long Time.
We’ve proudly served Carroll County and beyond since 1975. With nearly five decades of experience, we’ve built lasting relationships and a model that works. -
We Support Adults from 21 to 70+.
Disability doesn’t end at a certain age, and neither do our services. Whether someone is entering adulthood or navigating their senior years, we’re here with the right support at the right time. -
Our Participants Run the Businesses.
From packaging products to handling real subcontracting jobs, our participants do the work—and take pride in it. We create genuine opportunities that empower individuals to feel needed, capable, and successful. -
We’re Built for Long-Term Sustainability.
Through our subcontracting partnerships, we generate a significant portion of our own funding—allowing us to reinvest in better tools, stronger training, and more stable services. -
Everything We Do is Person-Centered.
We don’t use a one-size-fits-all approach. Each participant’s plan is tailored to their strengths, needs, and goals—so they can grow with dignity and purpose.
At Rolling Hills, we don’t just check boxes. We build lives that matter—one person, one goal, and one meaningful day at a time.
Person-Centered Values at Rolling Hills
We’re more than a program—and these values are at the heart of everything we do. They guide how we show up for the people we serve, how we support one another as a team, and how we grow together as a community.
Dignity
We treat every person with the respect they deserve—because every individual has value, a story worth hearing, and the potential to grow when given the chance.
Trust
We know that trust is earned. That’s why we lead with honesty, consistency, and care—so families and participants feel safe, seen, and supported.
Purpose
We help people engage in their work and learning that really matters. When someone feels proud of what they do, it builds confidence, independence, and everlasting joy.
Community
Belonging makes all the difference. We create spaces where people feel connected—to one another, to their goals, and to something bigger than themselves.
